What are Windsor County Public Records?

According to Vermont’s Access to Public Records Laws (APRL), public records refer to written or digitally recorded documents created, used, or stored by any government agency, board, department, commission, committee, or branch. These may include information relating to the individual salaries and benefits of elected or appointed public agents. Some records are closed to the public. The APRL exempts the following types of government-generated records from public viewership:

  • Records that the law designates confidential;
  • Records that are only legally available to specific persons;
  • Records which, if published, would constitute an agency’s violation of ethics of professional conduct;
  • Records whose release would interfere with ongoing enforcement proceedings;
  • Records whose release would deny an individual of the right to impartial adjudication;
  • Records whose release would form a groundless intrusion of personal privacy;
  • Records that disclose a confidential informant’s details;
  • Records that reveal intimate law enforcement investigation or prosecution techniques and procedures;
  • Records whose release may endanger a person’s life or physical safety.

Crime Statistics

According to 2018 data, there were eight violent crimes and 34 property crimes reported in Windsor County. Although the only violent crime reported was aggravated assault, there were five burglaries, 26 cases of larceny-theft, and three vehicular-theft cases among the property crimes. Compared to the previous year, 2017, crime rose in the county by 200%. The county recorded no violent crimes, but burglaries went up by 66.67%, and larceny-theft by 550%. There were no reports of motor vehicle theft or arson.

Are Windsor County Criminal Records Public?

Windsor County criminal records are documents that detail the conviction histories of county residents. According to Vermont’s statutes, some, but not all Winsor County criminal records are publicly available. For instance, the Vermont Crime Information Center (VCIC) - which serves as the statewide repository for obtaining Windsor County criminal history information - provides conviction reports and criminal history checks. Only an individual named on a record may request criminal history checks. Any person or organization (private/public) may request conviction reports.

To obtain a conviction report, requesters must either visit the VCIC’s office, request by mail, or use the Vermont Criminal Conviction Record Internet Service (VCCRIS) to make the request.

Eligible persons may obtain certified criminal history checks by submitting a completed Request for Personal Criminal Record Check by mail or in person. Individuals may obtain non-certified copies of their records or someone else’s online using the VCCRIS.

Applicants may make in-person or mail requests at the VCIC’s Waterbury office with valid identification. Acceptable payment forms include cash, check, money order, or credit card (Discover, Visa, or MasterCard) for in-person requests, money or cashier’s check for mail requests, and a credit card for online submissions. Processing times include 10 minutes for walk-in orders and 5 to 7 days for mail orders. Online results are available immediately.

The Court charges $30 per name search, $0.25 per page for photocopies, and $5 for certification. There is a fee assessed for microfilmed records. The Vermont Department of Health maintains Windsor County divorce and marriage records from 2014 to date, and birth and death records from January 1, 1909, to the present. The Town Clerk provides certified copies of birth certificates on requests. At the state level, the Vermont Department of Health provides the same service. While birth records are publicly available in Vermont, only the following persons may obtain certified copies:

  • The record holder (above 18 years old);
  • The record holder’s parents (must be on the record);
  • The record holder’s spouse;
  • The record holder’s immediate family members;
  • The record holder’s legal representatives;
